The Lin-gang Special Area Shanghai is expected to be developed into a full-scale international shipments hub by 2025, according to the area's 14th Five-Year Plan (2021-25) for the industry released on July 1.

Under the plan, Lin-gang aims to build a civil aviation innovation demonstration zone in the southern part of Shanghai Pudong International Airport.

It will construct a regional aviation headquarters focusing on the core service – the packing and labeling of goods – expected to handle 26 million TEUs, or twenty-foot equivalent units, of containers at its ports each year by 2025.

With the support of Pudong Airport, Lin-gang is expected to deploy a one-stop platform to provide high value-added services such as aircraft maintenance, aircraft modifications and engines remanufacturing.

Relying on the strategically ideal position of Pudong Airport, Lin-gang plans to build an industrial logistics center, mainly transferring cross-border electronics products.

Plans are for Lin-gang to also improve its international investment and financing service system to attract other aviation headquarters to locate to the area.

In terms of its shipping policies, it's understood that Lin-gang will explore allowing eligible international-flagged vessels within a valid period to conduct coastal shipping for foreign trade containers, with Yangshan Port as the port of trans-shipment.

In addition, it will promote an improved tax refund policy for ports of shipments and a more efficient overseas vessel registration system.
